Select the Insert tab, then click the Pictures command in the Images group. Clicking the Pictures command.

A dialog box will appear. Locate and select the desired image file, then click Insert.

Steps are as follows:

1. Open MS Power Point
2. Create new file
3. Click on Design tab and go for 'Format Background'
4. Select picture or texture fill radio button.
5. Then Click on 'Insert'. A window will be opened called 'Insert Picture'
6. Choose your picture that you want to add.
7. Then click on insert
8. Resize the picture and set it as background.
