It is very true that laws by itself cannot eliminate a social evil
Let me illustrate this through a simple example of laws against dowry ..
There are many laws made to protect women from this social evil.but even after that dowry deaths and similar cases have been reported

is it so that dowry has stopped after making of laws ???
NO because only the passing of a particular law against an evil practise will not stop it.I'm addition people also have to change their mindset...they need to obey the laws made for their betterment.
