The above diagram is an example of phenomenon known as mirage. Basically this phenomenon is common in deserts. You must have seen in catooons that while travelling around deserts one may find a water body at a distance but after going further the water body dissapers . Actually there is no water body at all . It's actually a misconception caused due to mirage. The image here is formed due to mirage. The hot air acts as a rarer medium while cold air acts as denser . The change in propagatiom of light caused due to change in varying refractive indices of air causes this phenomenon

Hot air is optically rarer medium

The image beyound and above air appears to be flickering since the air just above fire is hot while air further above is cold. Due to varying condition of air, the refraction takes place at diffrent degree and this causes change in apparent position of object. Thus image appears to be flickering.
