Toluene reacts with Cl2 in sunlight to form benzyl chloride. Benzyl chloride further reacts with NaOH to give benzyl alcohol.

Sunlight instigates free radical mechanism in this reaction.

Due to this the Chlorine-chlorine bond is broken homogeneously thus forming chlorine free radicals.

Thus the chlorine instead of substituting on the benzene ring gets substituted on the methyl group.
