Non of these does.
Nuclear energy, during fission, is present in form of binding energy between two nuclei that keeps them together. For example, Helium atom contains four Hydrogen nuclei that are kept together by binding Nuclear energy.
Nuclear energy, in fusion, is the extra energy that is relieved out by two nuclei when they are fused together to achieve a stable state from an unstable state and forms a stable nucleus.

Nuclear energy is not present in the nucleus but is present between two nuclei.
