We can say that the relative atomic mass can only be a whole number and it is defined in atoms only however relative molecular mass is defined for molecules and as the mass of one mole of a substance doesn't necessarily need to be a whole number, the relative molecular mass can be a fraction.

For example :

The relative atomic mass of an Oxygen atom = 8 (number of protons ) + 8 (number of neutrons) = 16

and,

The relative molecular mass of Oxygen molecule
