Qualitative change has occurred when something has changed what something is, rather than how much of it there is.
To posit an example off the top of my head, chemical reactions in an aqueous solution often cause qualitative changes to the solution, where as simply adding more water induces a qualitative change.
Creating a chemical reaction in the solution would change the substance it was reacting with to something else, where as adding water would just change how many molecules of the substance in question you would find if you scooped out a sample at random, assuming the solution was homogeneous.
