Concept of rest and motion is meaningless without some frame of reference.

Now, if you are working from an inertial frame of reference then the net force should be zero for a particle at rest in accordance to Newton's law.

But if frame is non-inertial then, you can't declare net force to be zero. You will have to consider a pseudo force acting on the particle, following some rules.

Just, remember net force is zero on a particle at rest, if and only if it is at rest with respect to earth (an approximate interial frame).
