It is due to condensation
Condensation is the phase change from gas to liquid
When a cold soft drink bottle is kept in open air,the water vapour present in the surrounding air condenses on the bottle.
The water molecules are slowed down and stick to the surface is cold.
These water droplets are seen as dew on the surface of the bottle.
We know that evaporation causes cooling because of latent heat of vaporization.
So when water is sprinkled on the hot roof or an open ground after a hot sunny day,it evaporates, thus decreasing the temperature of the surroundings.
