This is because powder reduces the amount of friction which is produced on the striker and carom coins. This increases the efficiency to play with the coins, reducing obstacle amount produced.

(ii)Oil in applied to the moving part of a machine.

Oil in applied to the moving part of a machine because when machine works, it generates heat which is due to the friction produced by the machine parts. As we know that friction produces heat, it might damage the machine. So oil is applied to reduce the friction on the machine parts.
