Since India is a holding together kind of federation, all the states do not have equal powers vis a vis the government and some may also be granted special privileges. That's why Jammu and Kashmir gets a special status in India .

A state is said to have special status of all the provisions of a Union don't apply to that state. Different state may have different provisions. Article 370 (1) of the constitution of India give such special status to the state of Jammu & Kashmir
