The force required to start an object moving from stationary is greater because you are overcoming friction and inertia. An object at rest tends to stay at rest unless acted upon by an outside force. Once it is moving, an object in motion tends to stay in motion, unles acted upon by an outside force.

The objects move in the direction the force applied. If the applied force is not sufficient, the object may not move. For example, if you try to push a tree it will not move.
