All the bases are dissolved in water to produce alkali whereas all the bases are not dissolved in water but all the alkali is dissolved in water. Thus all alkali are bases but all bases are not alkali. Na₂O is a base because it dissociates in water to produce NaOH. NaOH, KOH and Ca(OH)₂ dissolved in water to produce OH⁻ ion,so all alkalis are base all the bases does not alkalis​.
