In general, a positive statement is one that is ‘objectively’ verifiable by referring to existing empirical dat.
For example :-
- The cat is blue
- Tax revenue exceeded Government spending for the fiscal year 2015
- Microsoft’s Cloud services brought in more revenue in 2016 than it’s Robotics division did in 2009.
