It is an organized political community that lives under a single system of government. The main difference between state and government is that the government refers to a particular group of people who control the state at a given time whereas the state is an organized political community.

Differences between State and Government:

• State has four essential elements, out of which Government is one. The other three are Sovereignty, population and territory.

• State has a territory but Government doesn't has any territory.

• All members of Government come under state meanwhile a very few members of state are in Government.

• Members cannot leave the state but they can leave the Government.

• People can lead movements against the changing of government but not against the state.

• State is permanent but Government changes after every elections.

• For a person membership is mandatory to live in state but it's not compulsory for Government.

• Violation of laws of state results in anti - national activities but violating laws of government results in mild punishments.

These are the differences between State and Government.
