Akbar’s recognition of the talent and appointment of people to the highest posts on a meritocratic basis rather than religious favor were testament to his skills as an administrator. An example of the farsightedness of Todar Mal and Akbar, Todar Mal’s revenue system enforced that all records (the baheekhatas) should be maintained in Persian (rather than being written in Devnagari). This forced his fellow Hindus working in one of the largest state employer (the tax department) to learn the court language of their rulers. This one step greatly increased the influence and participation of Hindus in the governance of the empire, erasing a formidable gap between the ruler and the ruled.
