Imagine your friend standing in front of you. Now when you will push him suddenly (here I am saying suddenly because when you push him/her suddenly he/she will not apply any force to your push whereas if he/she would know that you are pushing then in that case he/she will apply a backward force to protect himself from falling). Now when you will push your friend suddenly then he/she will run for 4-6inches and then fall down. In this case your friend was stable before but because of your push his stable state changes to moving state.

Similarly example of pulling is,

Assume you pull a door at steady state before or also consider in moving state. Now if the door was stable and you pulled it then due to your pull the velocity of door must have changed from 0 to something. And now if door was moving initially and then you pulled it then also due to your pull the velocity of door might have increased or decreased then initial velocity. In short changed velocity.
