Answer:
Any ordinary law needs to be passed by both the houses. But if there is a difference between the two houses, the final decision is taken in a joint session in which members , it is likely that its view will prevail in such a meeting.
Lok sabha exercises more powers in money matters. Once the lok sabha passes the budget of the government or any other money related law , the Rajya sabha cannot reject it.
Most importantly , the Lok sabha controls the Council of ministers. Only a person who enjoys the support of the majority of the members in the Lok sabha is appointed as the prime minister. If the majority of the lok sabha members say they have no confidence in the council of ministers, all the ministers including Prime minister , have to quit. The Rajya sabha does not have this power
1. The no of members in the Lok Sabha are more as compared to Rajya Sabha.
2. Once the Lok Sabha passes the the budget of the governmentor any other money related law, the Rajya Sabha cannot reject it.
3. The lok sabha controls the Council of Ministers. The Rajya Sabha does not have this power.
Following are the three reasons to justify why Lok Sabha is considered to be more powerful than Rajya Sabha:
(i) The members of Lok Sabha are directly elected by people of India, whereas Rajya Sabha is indirectly elected body. Thus, in the Indian democratic set-up, Lok Sabha acts as the mirror and voice of the nation.
(ii) The Council of Ministers is responsible to the Lok Sabha. It is not responsible to the Rajya
Sabha. The Lok Sabha may pass No-Confidence Motion against the Council of Ministers. This power is not enjoyed by the Rajya Sabha.
(iii) The Lok Sabha controls the national purse. In fact, the power of the Lok Sabha over national income and expenditure is absolute. The Constitution has made the Rajya Sabha powerless in this regard. If the Annual Budget is finally passed by the Lok Sabha then Rajya Sabha can delay it only for 14 days.
