The factors vary in different parts of the word but my very first reaction to this question is capitalism. We used to proudly speak of “free enterprise” in the days of the cold war but times have changed and free enterprise has nibbled at our governments ability to do their jobs of protecting the people. In the USA lobbyists for special interests with deep pockets can control how elected officials vote. The press has its own agenda, it needs to sell commercials to survive and this is done by entertaining the public with all sorts of foolish red herrings (same sex marriages etc.) while important and complicated matters requiring serious thoughts get relegated to page 3. Finally many of the people have become thanks to the idiotic television programs too intellectually lazy to make the effort required to think carefully. The result of the 2016 US election illustrates my point.
