1) 9/12 -7/12 =7/12 - 9/12

2/12 is not equal to -2/12

2) 8/4 ÷3/2 =3/2 ÷ 8/4

2/3 is not equal to 3/2

so, rational numbers are not commutative under division and subtraction.
