Democracy is a form of government in which the rulers are elected by the people.

But this definition is not enough, since countries like Pakistan, China, Mexico, etc are following this definition but are not democratic .

Democracy, in simple words , means a type of government in which the rulers are elected by the people. but this definition is not sufficient enough to distinguish between an ideal democracy and a country that pretends to be one. it is true that the world is gradually  becoming democratic. however this does not imply to all countries. we can call the UN the world government to some extent as it does some things we expect a world government to do.

this is because some ideal dictatorships such as Pakistan under Pervez Musharraf, one party rule such as that in China and communist Poland can organize elections just as a formality. however, by the end of the day, the decision making power would lie with those who are not elected by the people. thus, for a government to be democratic and for the world to become gradually democratic it should have the following attributes

  • the rulers must be elected by the people
  • the final decision making power should lie with those who are elected by the people
  • it must have free and fair elections so that those currently in power have a fair chance of losing
  • each adult citizen must have one vote and each vote must have one value
  • it must rule within limits set by the constitution and fundamental rights. this is related to the next point

a democratic government should have the basic fundamental rights such as freedom of expression, opinion, religion, etc and a press free to criticize the government if they wish so. finally, the people should have the right to remove those currently in power if they wish to do so
