The 100% efficiency of the heat engine means total amount of heat absorbed by the engine per cycle is converted into work done per cycle by the engine without any heat rejected to the sink.
The efficiency of a engine is maximum (100%) only when the sink is at absolute zero temperature ( i.e. no heat is rejected to the sink).
Since the absolute zero temperature cannot be attained, the efficiency is always less than 100%.
