How can we protect a city, a town and a village?
By “we”, I assume you mean the collective body of those who reside within the boundaries of the city, town or village.
So, to start with,I would form a city government, that reflects the diversity of the city, town or village where I reside. I, with those representatives elected by popular vote, would draft a city charter or Constitution that would spell out:
1) The rights and responsibilities of elected officials as they pertain to the entities they govern.
2) The duties and responsibilities of law enforcement, giving them the power to enforce the rules and regulations as set forth in law, setting up fines, and a sentencing structure for those convicted of any violations by an elected judiciary.
3) The responsibilities and duties of officials tasked with providing the foundation of all infrastructure projects to include the building of: roads, and bridges, the establishment of any cultural arts projects, education, wastewater treatment facilities, potable water storage and delivery systems, and zoning regulations that would give city planners a blueprint for managing city, town, or village growth.
Now, why would I include all these measures for a city, town, or village, when the question asked for a blueprint for protection and nothing more. Because when taken together, the measures I outlined above provide the very protection the question asks for. They provide a foundation of stability for those who reside within the boundaries of the city, village and town. They provide individuals the freedom to live, work, and contribute to the society that they are apart of, deriving satisfaction from the contributions they make to that society and to themselves and their families.
When one thinks of protection, one automatically thinks of…self protection. This is certainly a component of the stability and security I outlined above, but the real protection comes in the form of the rule of law. Of the knowledge that there are boundaries set for society to function as a whole with each contributing his or her part, and punishment for those who step outside those boundaries. It is a system of checks and balances that allows citizens a redress of grievances should they find themselves wronged, while giving them the ability to chart the course of their own destiny, living in the security and protection of the freedom that the rule of them.
