Political executive is the one that is elected by a group of people for a specific purpose and period.

He may be substituted in the next phase of election.

On the other hand, non-political executive is the one who is appointed by the government on a long term basis.

Political Executive includes Ministers of both centre and state while as Permanent Executive includes bureaucracy (civil servants). Political Executive is responsible to people for all his decisions but a Permanent Executive is not responsible to people directly.
