=> Italy + Japan has 38 - 18 = 20 Bronze medals

Let say Italy Has    8 + B bronze medal   Then   Japan has 20 - (8 + B) =  12 - B  bronze medal

B lies between 0 & 6  

Italy has gold medal = 6 + B  

Italy total medal = 27

Italy Silver Medal  = 27 - (8 + B) - (6 + B)  = 13  - 2B

13  - 2B  > 6

=> B lies between 0  & 3
