Here is your answer.....
To get a resistance of 13.5 ohm, two resistors should be connected in parallel then the resistance will come 4.5 ohm and the other one in series.
So 4.5 + 9 = 13.5 ohm
To get a resistance of 6 ohm, two resistors should be connected in series then the resistance will come 18 ohm and the other one in parallel
So 1/R = 1/18 + 1/9
1/R = 3/18
R = 18/3
R = 6 ohm
