because when the silk is rubbed with the glass rod then the glass rod losses some electrons and due to the difference in charges / no of electrons it gains a negative charge

Glass rods is an insulator so that when we rub it with silk or any other clothes ,the electrons from the rod gets transferred into the clothes leaving the rod with an overall positive charge.,therefore electrons can easily move and go through the glass rod making it charged and we can hold it in hand because of it is for very short time
