Soap bubbles are nothing but a thin layer of soap water in a dome shaped structure, trapping the air inside of it.

The thin soap layer is a transparent layer which is the main reason behind the refraction of the light rays passing through it.

The glittering of the soap bubbles is also caused by the refraction of the light rays and the dispersion of the light rays, which are passing through that bubble.
