I do not actually agree to this statement completely that "Global environmental issues are the responsibility of rich nations not of poorer nations" because it is totally up to the citizens of their particular nations that how they think and how they express their views on cleanliness of the environment.
Well it is quite obvious that in the rich nations there are various factories being built up and so pollutants are released into the atmosphere and degrading the environment but this doesn't mean the industries are not built in poor nations it is required in every sector so it various form time to time and places to places.
