because of monsoon it starts from south west side

Because goa is in the windward side of western ghats whereas Puducherry is in the eastern ghats

Goa receives heavier rainfall than Puducherry:

The Western Ghat on the western side of the south part of Indian continent stops the majority of a rain-bearing winds that comes from the Arabian Sea, due to which Goa falls on the windward side of the Western Ghats making heavy rainfall in the Goa region and due to the presence of rain shadow hill making Puducherry the rain deprived area of them both, hence receiving less rainfall.
