Explanation:

It is due to certain hormones which are responsible for release of gametes or germ cells from body.

In case of humans, gonads start developing at the age of 13 to 15 years.

This process is regulated by many endocrine glands such as the pituitary and hypothalamus. Together they send 'releasing or inhibiting' hormones/signals toward ovaries in case of females and testis in case of males. Then the hormones such as GnRH (gonadotropin releasing hormone) from hypothalamus, signals pituitary to release Gonadotropins like FSH (follicle simulating hormone) which then signals ovaries and testis to produce hormones like estrogen, progesterone, LH, testosterone respectively (in male and female different). And then this final hormones released by Ovaries and Testis initiates the development and maturity of sexual characters during/ after puberty.

(remember that endocrine hormones are transported via blood and only receiving organ's cells have their receptors)

Hypothalamus ⇒ pituitary ⇒ ovaries/ testis ⇒  produce germ cells
