In case of humans, gonads start developing at the age of 13 to 15 years.
This process is regulated by many endocrine glands such as the pituitary and hypothalamus. Together they send 'releasing or inhibiting' hormones/signals toward ovaries in case of females and testis in case of males. Then the hormones such as GnRH (gonadotropin releasing hormone) from hypothalamus, signals pituitary to release Gonadotropins like FSH (follicle simulating hormone) which then signals ovaries and testis to produce hormones like estrogen, progesterone, LH, testosterone respectively (in male and female different).
