Because petroleum-based plastics like PET don't decompose the same way organic material does. ... This kind ofdecomposition requires sunlight, not bacteria. When UV rays strike plastic, they break the bonds holding the long molecular chain together.

The plastic takes long time to decompose.They do not readlly break down in the environment. More over the plastic never decomposes in the soil because in soil te bacteria are presents and the bacteria does not hqve enough energy to brake the plastic bonds.

BUT when UV rays passes they can able to break the bonds of plastic. so plastic can be decomposes by using UV rays.
