why didnt portuguese did take any action against shivaji when he constructed forts?

Maratha Invasion of Goa (1683) or Sambhaji's Invasion of Goa refers to the failed surprise Maratha invasion of Portuguese controlled Goa and Konkan region. The battles were fought between the Maratha Empire and Portuguese India. As a result of construction of military encampments on the border and constant raids by the Marathas, the Portuguese viceroy Francisco de Távora retaliated by attacking the Ponda Stronghold in 1683. This resulted in Maratha King Sambhaji attempting an all out attack on Goa. Sambhaji stayed in the region for over a month, pillaging the countryside, but retreated from Goa on 2 January 1684 to avoid the large Mughal army under prince Muazzam (later Bahadur Shah I).
