Present Population : 28000

Rate of growth in first year = 5% p.a

Rate of growth in second year = 7% p.a

So, Population after 2 years :

$28000(1 + \frac{5}{100} )(1 + \frac{7}{100} )$

$28000 \times \frac{21}{20} \times \frac{107}{100}$

$31458$
