No, for different countries it would be different.
Otherwise, let's say on 15 August, as it is our Independence Day, But for your knowledge on the same day, 15th August, countries namely Congo, Korea are also having Independence, So now what would GOOGLE DOODLE show, "Happy Independence Day to India", or to "Congo", or to "Korea"
It simply means that Google DOODLE is representing different for different countries.
It actually works on different domain name, for example Google for India is:
google.co.in
But for UK it is;
Google.co.uk
And different for different countries.
