Government of India Act 1935 vested the residuary power in the hands of Governor -General.

The 1935 Act was the most detailed and comprehensive act passed by the British in India. The Act provided for All India Federation and Provincial autonomy in the princely states. It vested the center executive to the Governor- General and divided the federal subjects into reserved and transferred. The reserved subjects dealing with defense, external affairs etc were administered by Governor- General in his discretion while as transferred subjects were also administered by Governor- General but on the advice of Council of ministers. However the federation never came into existence as the required princely states didn't join the federation.
