Education in Bihar – The state has shown outstanding progress in the betterment of the level of education across its districts. With the increase in numbers of schools and higher education institutions have increased the literacy rate of the state from 46.94% in 2001 to 61.35 % in 2011. In the upcoming Census of 2021, Bihar might indicate the positive impact of various government schemes on its education level. The state has been following the 10+2+3 pattern. However, as per the new education policy, the pattern will shift to 5+3+3+4. The same will be implemented soon by the state as well as central government.

Education is directly linked with the growth of the economy. Hence, the Government of Bihar is taking steps to enhance the education system and move ahead in the development stage. The state has allocated 19.3% of its total budget for education in 2020-21. This is higher than the average expenditure (15.9%) allocated for education by states (using 2019-20 BE). The state government, supported by the central government, has to take over-all responsibility of the educational sector. As per the budget analysis 2020 – 2021, the state announced to allocate Rs 14,014 crore to the Sarva Shiksha Abhiyan and Rs 2,554 crore has been allocated to the Mid-Day Meal scheme.

Also, to encourage the students, the government has also implemented the following schemes – MukhyaMantri Balika Protsahan Yojna, Vidyarthi Protsahan Yojna, Cycle Yojna and Kanya Uttan Yojna. Other major schemes by the government includes:

The schools in Bihar are run by the government or private organisations. There are more than 100 schools divided into Primary, Higher and Higher Secondary schools. The secondary schools in Bihar are affiliated to Council for the Indian School Certificate Examinations (ISCE), the Central Board for Secondary Education (CBSE) and BSEB (State Board). After completing the higher secondary level of education, aspirants can head towards higher education also known as the tertiary level of education.

The University Grants Commission regulates institutes, universities and colleges to render course-based education. As per the records at the official website of UGC (ugc.ac.in), Bihar hosts as many as 22 universities out of which three are central universities, 19 are state universities. Moreover, the state has more than 200 affiliated as well as non-affiliated colleges.

As per NIRF ranking 2020, two of the engineering colleges from Bihar comes under top 100 colleges of India. The top two engineering colleges from Bihar as per the NIRF ranking are – Indian Institute of Technology Patna (rank – 26) and National Institute of Technology Patna (rank – 92).

Quality of Education in Bihar

According to the 2011 census of India, Bihar has an overall literacy rate of 61.35 % . The male literacy rate of the state is 60.32%. The literacy rate of females is 33.57% which is much lesser than males in the state. The literacy rate is lower than the overall national average of 74.04%. Bihar has 13.1% Private-unaided colleges. Also, as per the survey of All India Survey of Higher Education (AISHE), Bihar has recorded the lowest gender proportion where female to male teachers’ ratio is 1:4 which is in percentage terms 75.3% for male and only 24.7% for female teachers.

Modern Bihar has an inadequate educational infrastructure creating a huge mismatch between demand and supply. This problem is further compounded by increases in population. The craving for higher education among the general population of Bihar has led to a migration of the student community from the state.
