That 40/100 to decimal is 0.40 or 0.4 because you have to divide the numerator to denominator. That is how you convert fraction to decimal. If you convert that 0.4 or 0.40 to percent, just move two decimal points and it will be 40 percent. That 40/100, if you will simply that in simplest form it will be 1/5.
