The Siberian plains are completely surrounded by water in the form of lakes 
So the soil available there turns marshy due to this reason

The source of rivers like Ob,Yeinsey and Irtysh is in the latitudes which are lower compared to the arctic circle where the rivers drain as the north is lower than the higher in south. The Siberian Plain lies in between. During winter times these rivers freeze and by the spring time the temperate region is at enough temperature for rivers to melt and they start flowing towards the Arctic Ocean but the arctic circle remains freezing cold so the rivers get blocked.Refer to the map. The river starts overspilling and the water enters the land forming temporary inland drainage the water makes the soil muddy and marshy and swampy. The hude lakes like Capsian sea lake Baikal surrounding the plain have small effect on the marshy soil.
