It is true that the green plants make up the first trophic level in an ecosystem because plants are the producers. They are on the first level of a food chain. Food chains describe the feeding relationship between the organisms of an ecosystem.

Trophic Level :-

Each link in a food chain is known as a trophic level. For example, in each food chain, plants always form the first tropic level. The plant eating animals are called herbivore like insects, rodents, rabbits, deer, cattle etc, and these form second trophic level. The animals like frog, small fish, small birds which feed on the second trophic level organism form the third trophic level. These are eaten by the carnivores like lion or tiger, who constitutes the fourth trophic level. Each link in a food chain is called trophic level. Trophic level is the feeding position in a food chain such as primary producers, primary consumers, secondary consumers, decomposers etc. 

In the food chain, the green plants are the primary producers and it traps energy from the sunlight.
