The ground water  is the huge source of disposable, fresh water on the planet.

On the globe, many places where the surface water supplies are not accessible, native water requirements can only be fulfilled by using the water below the ground.  

Unrestricted pumping can decrease the ground water level and cause wells to no longer extend the ground water.

As the ground water level decreases, the cost of pumping the water to the surface increases rapidly.

Agricultural requires a huge amount of ground water, which indeed results in the depletion of the ground water level.
