Resistance  \:  \: of  \:  \: 11 W \:  \:  device  =  \frac{( {220}^{2}) }{11}  = 4400

∴ Resistance of 11W device will be two times then that of the device of 44w.

I =  \frac{V}{R} =  \frac{440}{5500}  = 0.08  \\

∴ Voltage across 11W = I × R = 0.8× 4400= 352 V

∴ Voltage across 22W = I × R = 0.8× 2200 = 176 V

352V across the device of 11W ; 220V rating is sufficient to burn.
