because sand is not in force of attraction
as sand has loose particles not tight so when we jump on sand we are not hurt at all but when we jump on cement as its very hard and its particles are very close and we get a hurt

when we land on a cement floor..we suddenly come to rest and therefore we can hurt ourselves but when we jump on sand it takes some time to come to rest and therefore we don't get hurt as much as we get hurt while landing on a cement floor..
