Assuming that n=2,l=1,m=0,and s=+1/2 is giving the last electron we are able to find the number of total electrons.

1s22s22p2

So we know the final electron is in second(n=2) orbital. It is in the p(from l=1) sub shell. It is in the second block of 2p subshell(m=0, l=1 gives possibility of m=-1,0,1). Then finally we know the spin is upwards(s=+1/2).

/= positive charge spinning electron

\=negative charge spinning electron

1s^2 2s^2 2p^2

Electrons fill orbital fully before moving to next. Always fills with positive charge first before filling with negative however, still follows previous rule.

So now we add the exponents(equal to number of electrons in each shell) 2+2+2=6. So now you just look at your periodic table and assuming it is a neutrally charge ion your element is Carbon.
