is it democratic reform or political party reform?
I'll say answer for reforming political party.
1) Anti defection laws: this law makes sure that an m.p or m.l.a can't change the party after the election . if this happens he would lose his position and stands in election again.
2) Affidavit: it is a document containing the details about assets, land, income etc.. of the member who is going to stand for election. this is compulsory to give.
3) To file taxes; party should hold membership registers , income filing, tax document etc.
these the ways to reform political parties.
