Being such a giant creature for the Lilliputians, he was definitely a threat for them not because he was dangerous but even though being polite and humble he would unknowingly crush the small houses of Lilliputians and also crush them with his big/gigantic foot if he would not pay attention while walking in the streets or busy areas. So, to assure the safety of the people, the king ordered him to move away from the crowded places and also to walk slowly and carefully.
