since the average speed's si unit is in m/s 180 m/1 min has been divided by 1m/60secs to keep the SI unit same and in average velocity time taken is 60secs and she comes back so her displacement is 0 m/s so average velocity will be 0 m/s

displacement is the distance between the starting and finishing point,
in this case she returned back to where she started so the total displacement becomes zero.
and formula of average velocity is:- displacement/total time taken
but total displacement is zero so zero divide by any number is zero so the answer is zero.
