⊙ Velocity is a vector quantity. And yes , velocity can be 0.

⊙ It has magnitude as well as direction.

velocity is a vector quantity as it has both magnitude and direction and follows vector law of addition.

v=displacement/time

if s=0 v can be 0.

free fall body has its initial velocity 0
