Diameter of a wheel = 40 cm

Radius of a wheel = 40/2 = 20 cm

Circumference of a circle = 2πr

Circumference of a wheel = 2π(20) = 40π

We know that Distance = Speed × Time

Given speed = 1 km/h

Given time = 10 minutes = 10/60 hour = 1/6 hour

Distance = 1 × 1/6 hour = 1/6 km = 50,000/3 cm

No. of revolutions = Total distance / Distance covered in 1 revolution

No. of revolutions =

 \frac{ \frac{50000}{3} }{40\pi}  =  \frac{ \frac{50000}{3} }{ \frac{880}{7} }  =   \frac{4375}{33}  = 132.576 \: (approx.)
