You can use the Pythagoras Theorem to do so.
Draw a normal number line.
Then construct a right angle at point 1 and make a line of 1cm. Then by Pythagoras Theorem, the hypotenuse would be √2 cm. Then again draw a 1cm line accordingly to get the hypotenuse as √3 cm. Then measure it with a compass and mark it on the number line.
